Proposal for 20% fee on income of wind and PV electricity producers

"A world you like. With a climate you like." is the European Commission’s communication campaign on climate action.
Europe needs to make a transition to a low-carbon society – with low emissions of greenhouse gases – if we want to keep global climate change under control. Making our society low-carbon will create new, green jobs and bring other benefits including lower energy bills, comfortable and modern homes, cleaner air and better public transport.
The campaign aims to show solutions and best practices applied by citizens, businesses and authorities across the European Union. It covers five areas: travel and transport; production and innovation; building and living; shopping and eating; and re-use and recycling.
On June 28, the State Energy and Water Regulatory Commission (SEWRC) published its decision for the determination of preferential prices for purchase of electricity from renewable energy and hydro power plants of less than 10 MW installed capacity. The price of electricity from wind power plants has been decreased further from the proposed levels earlier in June. You can see SEWRC’s decision here. SEWRC also published a decision for zero available capacity for connection of new RES projects to the grid for the period until June 2014. You can see the decision here.
Decisions of SAC against the grid access charge for RES producers
Since June 17, 2013, the Supreme Administrative Court (SAC) has been publishing its decisions at second instance (final and not subject to appealing) against the charge for access to the grid of RES power plants, which was introduced by the State Energy and Water Regulatory Commission in September 2012 with decicion Ц-33.

Since the beginning of April, the Electricity System Operator (ESO) is continuously claiming that it cannot balance electricity production and consumption in the country and wind and solar must be curtailed by 40%.
BGWEA says the continued curtailments of wind and solar are unjustified and in violation of Bulgarian laws.
